CS2 stuttering is the picture hitching even when the FPS number looks high. That is uneven frame time. Clear the shader cache after a CS2 update or a new graphics driver, turn off the NVIDIA and Discord overlays, and check the connection if the frames already look steady.
These checks come from the CS2 settings draft. They are not a new FPS claim. Video settings, the FPS cap, and the NVIDIA table stay on that page.

PC stuttering and game stuttering

Arc Raiders stutter fix
The 20 October call asked for an Arc Raiders section on this page. The Windows checks match CS2. The in-game graphics values do not, because a technician has not confirmed them from a Hypertune video or a written note.

Where Hypertune fits
The steps above are free. Hypertune reads your CPU, GPU, memory and storage once, then applies only the features you turn on. Game Hub changes in-game settings through each game's config files, and that is all it changes. Users see up to 60% higher FPS. Hypertune is an Intel and AMD partner, and supports NVIDIA graphics cards. To undo Hypertune's changes, open the Restore tab, choose the most recent restore point, and select Restore.

Should I turn the NVIDIA shader cache off?
No. The CS2 settings draft leaves Shader Cache Size on Unlimited. Turning it off makes the hitch come back more often.
What is the Arc Raiders stutter fix?
Use the Windows checks in the table. In-game graphics values are not on this page until a technician confirms them. One Steam player cleared a hitch by deleting a pipeline cache file, and the hitch later came back.
